This approach has four main steps that are both flexible and powerful in that they can be applied universally to any type of project and work at various levels of detail.  The steps are as follows.

1.  Determine your significant milestones.
2. Estimate the work needed to complete the specific milestones.
3. Schedule your milestones to specific calendar dates.
4. Stay in a known state by monitoring your progress on regular basis.

1.  Determine your significant Milestones.

Defining your significant milestones is the process of breaking down your project into logical sequential steps. A milestone is something that has a definitive and measurable completion state.  Look for groups of tasks that reach a common end point.  The milestone “Start development” does not have an objective end point, but “Complete all User Interface Screens” does.  Each of these milestones might have smaller milestones within them, don’t worry about that for right now, as we move on to the subsequent steps we will have an opportunity to refine the level of granularity if needed.

milestone이라는 것은 "완료 상태에 대해 정의할 수 있고 측정할 수 있는 어떤 것"이라고 설명해 주고 있으며, "개발시작"라는 것에는 "목표종료시점"이 없기 때문에 milestone이라 볼 수 없으며, "사용자 화면을 모두 끝낸다"라는 것은 "목표종료시점"이라는 것이 있기 때문에 가능하다라고 써놓았다. 또한, milestone은 그 안에 보다 작은 milestone을 가지고 있을 수 있다라고 말하고 있다. 아래는 milestone과 milestone들 중에서 Milestone 7의 완료 예정 시간을 정의한 예이다.
